Advancing Agricultural Land Equity in California: Full Report of the CA Agricultural Land Equity Task Force
This is the full report from the California Agricultural Land Equity Task Force, an independent 13-member body established under the 2022 state budget act (AB 179) and submitted to the California Legislature and Governor in December 2025. Where our companion post covers the executive summary, this 170-page document contains the Task Force’s complete findings, background research, and detailed policy recommendations.
Over two years, the Task Force held public meetings, site visits, guest presentations, and community engagement sessions across California to examine the state’s agricultural land equity crisis — the systemic barriers that have long excluded many producers and Tribal land stewards from secure, affordable access to land for growing food, fiber, medicine, and cultural resources.
The report organizes its recommendations into six topic areas: prioritizing Tribal stewardship and land return; funding and incentivizing land acquisition for priority producers and Tribal land stewards; halting, mitigating, and reversing agricultural land consolidation; preserving agricultural land while prioritizing equitable access and stewardship; protecting secure land tenure; and supporting urban agriculture. Each area includes specific, numbered sub-recommendations, from establishing an Ancestral Land Return Fund to reforming land-use and tax policy.
